Note: From 1984 to 1991 the Section Chair represented the Section on the Program Committee and the APSA Program Committee appointed another judicial scholar to participate as well. Thereafter, the Section Chair nominated a single person and the APSA Program Chair approved the nomination. Beginning in 1990, the APSA established a set of panels for "Constitutional Law and Jurisprudence." The organizers of the Constitutional Law and Jurisprudence panels are not appointed by the Section. This is the system that remains in effect today. The Section Chair nominates a person to organize Section panels. That nomination must be approved by the APSA Program Chair. The Constitutional Law and Jurisprudence panels are organized by a person who is appointed by the APSA Program Chair. The ASPA Program Chair often (but not always) consults with the Section Chair regarding an appropriate person to run the Constitutional Law and Jurisprudence panels.
